The son of John Jacob & Catherine (Lenker) Weaver, in 1860, he was a farmer living in Upper Paxton Township, Dauphin County. He stood 6' 1" tall and had brown hair and dark eyes.

A Civil War veteran, he enlisted in Berrysburg, Dauphin County, September 19, 1861, and mustered into federal service at Harrisburg October 7 as a private with Co. B, 9th Pennsylvania Cavalry (92nd Pa), later promoted to farrier. He re-enlisted as a Veteran Volunteer January 1, 1864, at Mossy Creek, Tennessee, and honorably discharged with his company July 18, 1865.
