Morgan was the 2nd of 11 children born to Austin and Clarissa (Gibbs) Jones. He married Harriet Andrews in Vassar, Tuscola County, Michigan on December 18, 1856. They had five children: Della, Emma, Frank, Jennie, and Frederick.
On March 11, 1864, Morgan enlisted into the Army at Ovid, Michigan. He was assigned to the First Division, Third Brigade of the Ninth Army Corps. He was in Company H of the 27th Michigan Infantry. He was with the Army of the Potomac, and his band was the first to march into Petersburg after Lee's surrender. He mustered out of the Army on July 26, 1865, in Washington, D.C.
In the 1870s, Morgan was a deputy sheriff in Tuscola County, Michigan, and was Marshal of Vassar for 4 years. In 1880, he was elected Sheriff of Tuscola County. He won more votes than the other two candidates combined. He served as Sheriff until December 31, 1882.
Morgan was visiting his daughter in Chicago when he passed away at the age of 69.
