Byron was the oldest of eight children born to Charles S. Phelps and his wife, Mary E. Stroud. He was a minister of the United Brethren faith. He married Christina A. Reed on January 4, 1877 in Iroquois County, Illinois. They had five children; two dying prior to 1900. After Christina's death in 1911, Byron married a second time. He and his new bride Nancy E. Leightly celebrated their nuptials on May 15, 1917 in Tippecanoe County, Indiana. Nancy was a daughter of George W. Leightly and his wife, Matilda B. Brown. There were no children from this union.
