US Congressman. He was elected to represent California's 1st Congressional District in the United States House of Representatives, serving from 1901 to 1903. He was defeated in 1902. Also served as a Member of the California State Assembly from 1887 to 1889, 1891 to 1897, 1921 to 1923, and 1925 to 1927, Speaker of the California State Assembly in 1891, and 1897, United States Minister to Japan from 1892 to 1893, and United States District Attorney for the Northern District of California from 1899 to 1901.
