Born to Peter P. and Carrie (Friday) Newman, Ray graduated from Central High School in Pueblo in 1933, where he had been a member of the Olympic Debating Society. He worked as an Investigator for the U.S. Department of Labor, specializing in longshoreman's issues, from 1937 to 1972. His birth surname, Newman, was changed by his mother to Neuman.

Ray married Carmen Grace Kingsley in 1939, and they had two children, Cynthia Jean and Gloria Rae.
