Terry Russell was born about 1814 in Ohio, according to census records. His parents and siblings are unknown. On April 9, 1835, Terry Russell married Susannah "Susan" Vernon in Jackson County, Ohio, in a marriage ceremony performed by Peter Aleshire. Terry and Susan Russell resided in Lick township, Jackson County, Ohio, in the 1840, 1850 and 1860 U.S. census.

On October 26, 1861, Terry Russell, along with his 22-year-old son Emanuel Russell, enlisted in Company K, 56th Regiment, Ohio Volunteers Infantry ("O.V.I."). In February 1862, while at Camp Morrow, Ohio, Terry Russell contracted the disease Hydothorax. He went with his company to Paducah, Kentucky, where his condition worsened and he was furloughed home on sick leave. He died at home in Jackson County, Ohio, on August 29, 1862 from Hydothorax. His widow Susan filed for a Civil War Widow's Claim and was granted $8.00 per month.
