The son of James Jacob & Sarah (Sauerbier) Small, in 1860 he was a plasterer living in Mount Pleasant Township, Adams County, Pennsylvania. He stood 5' 5" tall and had sandy hair and blue eyes. He married Joanna Barbara Nary August 26, 1862, in Adams County and fathered Aloysius David Maria (b. 11/14/63), Francis Jerome (b. 11/15/65), Jerome Edward Jr. (b. 02/16/67), Henry H. (b. 01/24/71), George Aloysius (b. 12/03/72), Anna Cecilia (b. 04/27/75), Florence Gertrude (b. 10/28/77 - married Charles Keller), Rosetta Lucretia (b. 12/23/79 - married Howard L Geltz), and Alverta Regina (b. 06/19/82).

A Civil War veteran, he was drafted and mustered into federal service at Chambersburg, Franklin County, February 28, 1865, as a private with Co. F, 91st Pennsylvania Infantry, and honorably discharged with his company July 10, 1865.

He moved his family to York prior to his death, where he died at age 52-3-9.
