Oliver was the son of Lansing and Mary Hancock Covell. He married Mary Jones on May 22, 1902 in Monroe, Monroe County, Michigan after the death of his first wife Jane. In 1850 Oliver's father was in Willoughby, Lake County, Ohio, and in 1860, in Sylvania, Lucas County. Oliver had siblings William, Marion, Lyman, and Sydney. There was a large age dfference between the older and younger brothers.

During most of his adult life Oliver lived in the greater Toledo area (Lucas Co, Ohio). The Toledo City Directories (1881-1919) lists several addresses for him during this time: 53 Maumee Ave, 315 Bridge St, 1372 Nevada, 1024 Dorr St, 1623 Indiana Ave, 1222 Dorr St, 1415 Missouri, 1410 Pinewood Ave, 1101 Junction Ave & lastly at: 1115 Detroit Ave. Beginning in Sept 1875 Oliver started working for the Toledo Railways & Light Co [Traction & Street Car Company]. He would spend the next 45 years working for the same company. The Toledo City Directories list his various job titles during this time as: Stable Man - Street Railway, Laborer, Motorman, Conductor & Superintendent. While employed by the Toledo Railways & Light Co he operated several types of streetcars manufactured by various companies, including Pullman, Niles, J.G. Brill, Barney & Smith, and Kuhlman. Following his death, his wife, Mary Covell moved from Toledo to Wood Co, Ohio (1930 Census) & lived with her sisters: Nora H Jones & Sylvia A Young on Oak Street in the Village of Weston.

Oliver P Covell, aged 73 years, known as: "Old Dad Covell" by hundreds of Toledo people, & the oldest Motorman in the service of the Toledo Railways & Light Co, died at his home in Toledo recently. Mr Covell had been in the employ of the Rail & Light Co & its predecessors for more than 45 years. At one time he drove a horse car in Toledo. Except for short vacations, "Dad" Covell had worked as a Platform Employee since Sept 5 1875. He held Badge No 1 & had the distinction of operating the first Electric [Street] Car in Toledo.
