He was born on Easter Sunday, 22 March 1818, at Penwortham Lodge, near Preston, Lancashire.

He was one of the first settlers in the Clare Valley in 1839. He established the town of Penwortham in South Australia.

Places named for him are Horrocks Pass near Mount Remarkable, and Mount Horrocks near Clare Valley.

He is buried at St. Mark's Anglican Church, which is also located in the town of Penwortham.

He was shot in a hunting accident, caused by his camel knocking him off balance. He lost some teeth, and died from gangrene three weeks later at home.
