Assistant Chief of Police Lt. Colonel James E. Chapman Sr., DSN 3054, was a patrolman in the Newstead District and the Traffic Division for 8 years before he was promoted to Sergeant in 1940 assigned to the Bureau of Investigation, where he remained for the next 20 years. In 1946 in was promoted to the rank of Lieutenant, and to the rank of Captain in 1948. In the position of Captain he held assignments as the Commander of the 12Th and 9Th Districts, as well as an Aide to the Chief of Police. In 1953 he was promoted again to the rank of Lieutenant Colonel and as Chief of Detectives. He became Assistant Chief of Police in 1960. Lt. Colonel Chapman retired on 05/31/1971. He died at the age of 66.

He was the brother of Detective Ellen Luley, DSN 1312, who worked in the a Missing Persons / Non-Support Section. She retired in 1971.

Other survivors are 2 daughters, Mrs. Mary Suzanne Dwyer, and Karen Jean Chapman, and 2 sons, James Jr. and Kevin Chapman all of the Saint Louis area, and a brother Thomas Chapman.
