Frank Emerson Fogg was the son of Sherburne Fogg and Miriam Emerson Fogg.
Frank graduated from the law department of the Michigan State University, class of 1880. He was Circuit Court Commissioner of Charlevoix County, Michigan, from 1884 to 1888, and Prosecuting Attorney of Charlevoix County from 1888 to 1890.
Before relocating to Idaho he practiced law in South Dakota, Nebraska and Colorado. In Idaho he served in the State Legislature and was prominent in the early history of the state. He was a member of the Code Commission in 1887 and was Prosecuting Attorney in Lewis County, Idaho, and also in Idaho County from 1922 to 1928.
Frank married his first wife, Eliza Ann Scroggie, in Michigan March 31, 1886. They had five children.

Eliza died in 1899.
Frank married his second wife, Rosa Maud Buddle, about 1902. They had one son, George Willard Fogg. Rosa died about 1913.
Frank married his third wife, Victoria Smythe, in Washington in 1914.
Frank married his fourth wife, Margaret Sommers in Idaho in 1926.
Frank Emerson Fogg died at the home of his son in Cleveland, Ohio, on March 6, 1933.
According to his death certificate, he was buried in Charlevoix, Michigan.
