William Fussell was born about 1771 in Pennsylvania. Some family histories have him being born about 1780. He is believed to have arrived in Ohio sometime prior to 1810.

William Fussell married a girl named Mary Fanna Stitzler on January 22, 1811 in Salt Creek Township, Muskingum County, Ohio. They were married by John Reynolds, a Justice of The Peace in Muskingum County.

He served as a Private during the War of 1812 in Captain John Snelbecker's Ohio Militia, serving from January 30, until March 4, 1815. Unfortunately, a history of Snelbecker's company has not been found.

William is known to have obtained land in Perry County, Ohio on August 14, 1837. Before 1850, and at the insistence of David, his eldest son, William moved with his family to Fayette County, Iowa where he again obtained land on April 1, 1853. He later sold this land to his son David E. Fussell on August 1, 1853.
