He resided in Baltimore, Maryland prior to the war.
He had previously served in the Maryland National Guard. He enlisted in the Army Air Corps on September 12, 1941, prior to the war, at Fort George G. Meade, Maryland. He was noted as being employed as a Stock Clerk and also as Single, without dependents.
Frank was one of ten men killed on July 17, 1945, in a crash of a B-17 bomber three miles south of Smokey Hill Army Airfield in Salina, Kansas.

In a Dec. 1943 newspaper article, it had him as missing in action in April 1943, but he was only wounded and returned home and spent 5 months at Walter Reed Hospital. He was expecting to rejoin his squadron. No word if that happened or not.
