Born in Dillon, she was a daughter of the late Zingle Lee Stone and Mandy Nettles Stone.
Tootsie was a 50 year member of Folly Beach Baptist Church. She attended school in Dillon and was employed by Carolina Mills for a brief time and later by Western Electric Company. She was a licensed amateur radio operator with call sign W4BTP. Tootsie loved church, bluegrass festivals, the Ladson Flea Market and working in her flower garden.
She was the paternal granddaughter of William James Stone and Elizabeth Calidonia Gaskins and was the maternal granddaughter of Charles Pelzer Nettles and Della Cain. Mrs. Howell was predeceased by her parents, sisters Pauline Sweat and Mezelle Ellis, and brothers Albert, Earl, Jimmie, Oda, Raymond, and Roy, and her son, Joe and is survived by her husband of 63 years, Joseph E. "Eddie" Howell; a daughter, Susie Levisen; a son Russell Howell of Folly Beach; a grandson, Christopher Howell, of Charleston; a dear sister-in-law, Elda Mae McCutchan, of Dillon; her beloved puppy, Missy Girl, and a host of long time friends, especially Diane Cunningham and Betty Martin.
Interment was in Live Oak Memorial Gardens.
