Educator, College Administrator. He moved with his family to Glendale, California at the age of five in 1923, received a bachelor and master's degree at Occidental College and his Ph.D. doctorate in history at the University of California, Los Angeles (UCLA). In 1957, he became president of San Francisco State College and while in that post, was one of the principal architects of "The Master Plan for Higher Education in California", which became a blueprint for the state university system. He became chancellor of the California State University (Cal State or CSU) system in 1962 and in his 20 years as chancellor, enrollment tripled, to include 319,000 students in 1982 and three campuses were added to the system. At the time of his retirement, he received honorary doctoral degrees from nine universities. He sat on the governing boards for the California Chamber of Commerce, Pepperdine University and the University of Redlands. He died of a heart attack in Encino, California.
