"Sheriff Leon Lott stated the passing of Captain Joseph Pellicci leaves a large void in the Richland County Sheriff's Department family because Joe so positively impacted everyone at the Sheriff's Department and in the Community in so many ways. Sheriff Leon Lott stated that Joe was a man of God who cared for his family at home and the department; he did so much for so many people and will be missed more than words can say."

Joseph was a graduate of Cardinal Newman High School where he was inducted into their Hall of Fame in 2011. He graduated from USC where he obtained a Bachelor of Science in Criminal Justice and a Bachelor of Arts in Journalism.

He began his career as a reporter at WLTX-TV. He then became the Public Information Officer for the SC Highway Patrol and then the SC Department of Public Safety. He joined the Richland County Sheriff's Department in 1997 as the public information officer. Joseph was promoted to Captain over the Special Services Division, where he oversaw the School Resource Officer Program, Project HOPE and Handicap Parking Programs. He was a member of numerous professional boards and organizations including SCARSO, SCLEOA, Midlands Safe Kids, D.A.R.E., the SC Law Enforcement Memorial Committee, and the Lexington-Richland District 5 Community Roundtable. The majority of Joseph's free time was spent volunteering for two organizations of which he was especially fond - Special Olympics and Salkehatchie Summer Service. He was involved in the Law Enforcement Torch Run (LETR) for over 19 years as a runner, fundraiser, a coach and a volunteer at Special Olympics games. He served on the LETR Internation Executive Council, was the chairman of the LETR Affiliates Committee and a member of the SC LETR Executive Committee. In 2012 Joseph was inducted into the LETR Hall of Fame. He was a very active member of Union United Methodist Church.
