Son of Emanuel Hopp Moomaugh and Martha Cousins Hayes Moomaugh. Married Frances "Fannie" Agnes Wilkins in Terrell County, Georgia on October 28, 1858. Enlisted in the Confederate States Army on August 13, 1862 in Georgia. Served as a private in Co. F, 5lst Regiment, Georgia Volunteer Infantry-Terrell Infantry.

Admitted on February 22, 1863 to Chimboraza Hospital in Richmond, Virginia died on February 24, 1863.
