2nd son of Charles and Rachael S. Evans, of English descent. Admitted to Bar when Ore. Territory was divided. He was appointed first Deputy Collector of Customs for Port Puget Sound, at Olympia in 1852. In 1853, chosen as one of first Asst. to aid in survey, also to aid Gov. Stevens, as non-comm. officer, as civil aide in literary and clerical service. Jan. 1, 1856 married Elvira Z. Gove at Olympia. Appointed Secretary of Territory in 1863 to 1868. Became Acting Gov. in absence of Gov. Elected to Legislature 1875 and was also Speaker of the House. Appointed Commissioner of Terr. (Wash.) to Cent. Exposition 1876. Held other positions in State. Died Jan. 28, 1899 waiting for his car, fell forward dead.
