Son of James DeLay and Ann Mills. He lived in De Witt and Vermillion Counties in Illinois.
He married first Emma E. Anderson on 15 July 1866 in De Witt County. They had four known children, all daughters; Minnie, Laura, Ida, and Jessie.
Coleman was an 22 April 1889 Land Runner opening up the Unassigned Lands of Indian Territory to settlement present day Logan County, Oklahoma. He laid claim to ne 5 15 9.
By 1900 had had married Sue.
Coleman also fought in the U.S. Civil War.
