Born in Malta on July 24, 1944, joining the Missionary Society of St. Paul, he took his solemn vows on October 22, 1967, and was ordained to the priesthood on March 14, 1971. He was sent as a missionary in Peru in 1974.
For more than 20 years, Frank ministered in the parish of Aplao. Successively, he was appointed parish priest of La Santisima Cruz Parish, in Acequia Alta. It was in this parish that he found the neglected building of the Aldea. Following a study of the needs of the parish, in particular those of the orphaned and abandoned children, restoration work of the building started and the Aldea was reopened in April 2001. Father Frank took care of the Aldea until his unexpected death at the age of 68.
Requiem Mass for Father Frank, presided by Archbishop Javier Augusto Del Río Alba, was celebrated at the Cathedral of Arequipa on Sunday, August 12, followed by interment at the Cementerio Parque de la Esperanza of Arequipa.
