Sergeant Cummins of 216 11th Street NE, was involved in an argument with Officer Otho Levelle Blackwell of 3017 Central Avenue NE, inside a restroom at the Twelfth Precinct Station house when Officer Blackwell, 39, drew his .38 caliber service revolver and shot Sergeant Cummins in the head, killing him instantly. Officer Blackwell then shot himself in the head, and later died at Casualty Hospital. Officer Blackwell, was interred at Arlington National Cemetery. Officer Blackwell was survived by his wife, and two sons.
Sergeant Cummins was survived by his wife, Nina, his parents, Charles F. Sr., Edith, and his daughter, Charlene, eleven years old.
His funeral was held at Hysong's Funeral Home, 1300 N Street NW on Friday, June 14, 1940. Sergeant Cummins was interred at Chestnut Grove Cemetery, Herndon, Virginia.

Sergeant Cummins was a Police Officer with the Washington D. C. Metropolitan Police Dept. He was shot and killed by a enraged fellow officer who had been reprimanded for being late for a crossing guard assignment.|
