Otis was born in Maine and when he was a child his parents moved to New Boston, Illinois, which is where he grew to manhood.
Otis served his country in the Civil War, enlisting at age 18 as a Private on 30 Jan 1864 at Quincy, Illinois, for a period of 3 years. He mustered in Co K 102nd Illinois Infantry on 1 Feb 1864. Otis was discharged on 29 Mar 1865 on account of wounds (left leg amputated) received in battle on 15 May 1864 at Resaca, Georgia.
Otis was a member of G.A.R. Post of New Boston, Illinois.
Otis married Lydia V Babbitt on 9 Jun 1875 at Andalusia, Illinois. To this union five children were born. The family moved from Millersburg, Illinois to Glenwood in 1892. The trip was made in covered wagons. Otis and Lydia lived in Glenwood until his death.
After several months of sickness, Otis died at his home in Glenwood at the age of 70 years 6 months 24 days.
