The son of John Henry Blackstock and Millie Elizabeth Blackstock.

The husband of Cordelia Anna Moore; they married December 31, 1893 in Rome, Georgia.

Charley was a building and road construction contractor in Rome, Georgia. He was responsible for the demolition of the old Rome courthouse and the construction of the new one. Family history, according to the book Clan Blackstock, claims Charley built the first paved road from Floyd county to Atlanta.
