He was the son of Harry Otis and Alma Gaines Talkington.
He was raised in Hominy, Osage County, Oklahoma, and graduated from high school there.
During the Korean War he served in the U.S. Army as a Sergeant First Class.
On March 1, 1953 he married Anita Shockley at Pawhuska, Osage County, Oklahoma.
They operated a grocery store in Wynona, Osage County, Oklahoma before he joined Phillips Petroleum Company as a Purchasing Agent.
He retired after 30 years of service.
Cliff was a member of the First Baptist Church in Bartlesville, Washington County, Oklahoma, and the American Legion.
He loved to play golf and travel all over the world.
He was survived by his wife Anita; three sons Kelly and his wife Julie, Mark and his wife Kathy, Paul and his wife Karla.
He had seven grandchildren and several nieces and nephews.
He was preceded in death by his parents, one son David, four sisters, and one brother.
His funeral was held at the First Baptist Church in Bartleville with Dr. Joe Dan Fowler officiating. Military honors were accorded by the James H. Teel American Legion Post 105.
Stumpff Funeral Home and Crematory was in charge of arrangements.
