US Congressman. Elected to represent Missouri's 3rd District in the Thirty-Ninth and Fortieth Congresses, he served from 1865 until his death. He was the son of US Congressman John William Noell, who trained him for a law career; he was admitted to the bar at age 19 and set up practice in his hometown of Perryville, Missouri. During the Civil War he served as a Major in the State Militia (1861 to 1862) and as a Captain in Company C, 19th Infantry, US Army (1862 to 1865). He resigned his military commission after election to the US House of Representatives. Noell ran for his first Congressional term as a Republican but switched to the Democratic Party for his second. He fell victim to a brief illness in St. Louis; at 28 he was the youngest US Congressman to die in office. There is a cenotaph for him at Congressional Cemetery in Washington, DC.
