Frank was born in Ireland to Frank and Rose Flanigan. He was one of two children to survive of the seven children born to them.
He came to the US on May 9, 1888 along with his mother and younger brother: his father arriving the previous year. They lived in the Queens NY area. He became an American citizen in 1893. As a young man, he worked for the Long Island Railroad.
Frank married Elizabeth Quinn and was a father to nine children. The family moved to OH and then to WA State. He worked as a boilermaker in the Milwaukee Railroad shops in Malden WA. He established a homestead in Leavenworth WA, where his wife and family resided while he continued to work in Malden.
The family later moved to Tacoma WA. Frank died there at the age of 52 of pernicious anemia, which at the time was a fatal disease.
