Meharg was the son of Ray Whitfield and Kathaleen (Hill) Meharg. Meharg graduated from Rose Hulman Institute in 1954 with a degree in chemical engineering. He served in the U. S. Army, stationed in the Panama Canal Zone. He was a Senior Purchasing Agent at Eli Lilly and Company, Indianapolis, where he worked for 33 years. He was the former director of Administration for the City of Indianapolis under Mayor Richard Lugar. He had a retirement career as a Tax Specialist for H & R Block. Owen was an active member of the Optimist Club of (Downtown) Indianapolis and club president 1985-86, past president of his home owner's association, past president of the Indianapolis Scientific and Engineering Foundation. He earned the Eagle Scout rank, enjoyed golf and bowling and attending sports games. He was survived by his wife of 53 years, Myra, a son, two daughters, several grandchildren and one great grandson. Meharg passed away at St. Vincent Hospice (Indianapolis) after a bout with leukemia.
