James served as a Radioman, Second Class, on the USS Turner (DD-648), U.S. Navy during World War II.

He resided in New York City, New York prior to the war.

He was declared "Missing In Action" when the Turner suffered a series of shattering internal explosions three miles north of Ambrose Lightship, in New York Harbor during the war.
