William H. Best, 82, of Windsor, beloved husband of Jean (Fonseca) Best, passed away on Sunday, (August 20, 2006) at Hartford Hospital. Born in Hartford, son of the late William H. and Florence (Howard) Best, he had lived in Windsor most of his life. Bill served in the U.S. Marine Corps during World War II and was the first African American police officer in the Windsor Police Dept., serving for 18 years. Later, Bill owned and operated WilBes Printing in Windsor and was a Connecticut Company Bus driver. He was a member and past master of Excelsior Lodge P.H.A. in Hartford, a member of Shrine Temple #40 in New Haven, and a member of the Windsor Historical Society. Bill was also a member of the First Church in Windsor, Congregational, and was honored with one of the first Windsor Bridge Builders Award. Besides his wife, he leaves four nieces, Linda Mette-Cosby of Washington, DC, Jonei Carter of Villa Ricca, GA, Jacqueline Johnson of Bristol, and Kimberly Fonseca; a nephew, Paul Fonseca of Ellington; his good friends, Monica Levy, Marcia and Sam Hinckley, and Nancy Gegesky; an honorary granddaughter, Alison Levy; and many great nieces and nephews. He was predeceased by a sister, Sandra Best; a nieces, Maryann Borgos and Regina Blue. The funeral will be held Thursday, August 24, 11 a.m., at the First Church in Windsor, Congregational with the Rev. Richard Hanna Huleatt officiating. Burial, with Military Honors, will be in Windsor Veterans Memorial Cemetery. His family will receive friends on Wednesday, 4-7 p.m., at the Carmon Windsor Funeral Home, 807 Bloomfield Ave., Windsor. In lieu of flowers, memorial donations may be made to the Windsor Historical Society, 96 Palisado Ave., Windsor, CT 06095.
