Willaim E Cully was born to Ambrose E. Cully and Nora A Gilliam in Worcester, MA. He lived a short life. He was an elevator boy at a local Department Store.

He was one of the older siblings of ten to twenty-one. The correct number has not been clear.

His famous sister was Zara Cully Brown who played on the "Jefferson's" and Wendell P. Culley who played the horn and coronet in Count Basie's Band and other groups.
