James was the second son born to James and Ann (Christopher) Fulton. He was the first James Fulton of this branch of his family to be born in America, his father having emigrated from Scotland in 1774. His father's date of death and place of burial is not known, but is believed to have been about 1831 in Ross County, Ohio, as his name appeared in the 1830 census report. Official death records were not kept in Ohio in those days.

James married Rebecca Green in Chillicothe, Ohio, on October 28, 1824. The couple had twelve children and in 1850 they moved by covered wagon to Jefferson County, Iowa, where they farmed for the remainder of their lives. Both are buried in the old Fairfield City Cemetery.
