He was discharged for disability on 2/28/1863 at Washington, DC (Discharged at Hospital, Meridan Hill)

Per the U.S. 1890 Veterans' Census, Russell Palmer was discharged under surgeon's certificate because of loss of teeth. This not only caused a problem eating Army rations (such as hardtack crackers), but Infantrymen were required by Army Regulation to have at least two opposing teeth to tear open the paper cartridges. No teeth = unable to load your weapon.
