James Charles Gulotta, retired Chief Judge of the Louisiana Fourth Circuit Court of Appeal and a life-long resident of New Orleans, passed away on Saturday, August 31, 2013 at the age of 89.
He was predeceased by his wife of 65 years, Joy Gomes Gulotta. He was the son of the late George J. Gulotta and Mary Pinto Gulotta. He is survived by his children: Gwen Gulotta Cockrill (Chet) of Oklahoma City, OK; James C. Gulotta, Jr. (Susan) of New Orleans; Gary J. Gulotta (Karen) of Metairie; and Gail Gulotta Twomey (T. Michael) of Ridgefield, CT; nine grandchildren and six great-grandchildren. He was also predeceased by his brother, Dr. Carl Joseph Gulotta of New Orleans, and one sister, Mary Gulotta Hebert of Metairie. He is survived by one sister, Carmelite Gulotta Smith, of Ruston, LA.
Judge Gulotta was a decorated veteran of World War II. He served in the U.S. Army's Americal Division, participating in engagements at Guadalcanal, Bougainville, Leyte, and Cebu in the Pacific theater of operations. He earned the Silver Star for gallantry in action.
After the war, he earned a bachelor's degree (1947) and a law degree (1949) from Tulane University, where he was a member of Delta Sigma Phi fraternity. He practiced civil and criminal law in New Orleans from 1949 until 1961, when he was appointed to serve as a juvenile court judge in Orleans Parish. During his tenure as a juvenile court judge, he served as president of the National Council of Juvenile and Family Court Judges, president of the Louisiana Council of Juvenile Court Judges, and chairman of the Governor's Juvenile Delinquency Committee. In 1970, Judge Gulotta was elected to serve on the Louisiana Fourth Circuit Court of Appeal in New Orleans. He served for 18 years and retired as the Chief Judge of that court in 1988. After his retirement, Judge Gulotta served as a pro tempore judge on the Louisiana Supreme Court and the Louisiana Fourth and Fifth Circuit Courts of Appeal and as Executive Counsel of the Louisiana Bar Foundation. In addition, he served as the director of Midwest Operations for the American Red Cross, having responsibility for 17 states.
Judge Gulotta was chairman of the Southeast Louisiana Chapter of the American Red Cross, president of the board of trustees for the Family Service Society of New Orleans, a member of the board of trustees for United Way for the Greater New Orleans Area, and chairman of the American Legion's Pelican Boys State program in New Orleans.
For a number of years, he was a faculty member of the Tulane University School of Social Work. Among other awards, he received the Louisiana State Bar Association's President's Award, the Louisiana Bar Foundation's Distinguished Jurist Award, the Metropolitan Crime Commission Award in Recognition of Extraordinary Service to Law Enforcement and Criminal Justice, the AFL-CIO's Community Service Award, the National Italian-American of the Year Award, and the Cesare Beccaria Award from the Louisiana Chapter of the National Italian American Bar Association.
