Arnold Andrews: Helped in the battle against addictions
Arnold AndrewsArnold Andrews of Tampa, Fla., devoted his life's work to drug abuse treatment.
In his position with the non-profit WestCare Foundation, he oversaw substance abuse and mental health treatment programs in Kentucky, Florida, Georgia, Puerto Rico and the U.S. Virgin Islands.
Andrews, 64, was returning home from his second business trip to Kentucky -- a WestCare board meeting in Irvine -- when Flight 5191 crashed Sunday.
"Arnold truly, truly was an outstanding individual," said Jenifer Noland, regional vice president of WestCare Kentucky. "He was very compassionate, very caring."
Andrews, senior vice president and chief operating officer for WestCare's Eastern/Offshore division, was her supervisor.
WestCare has a residential drug treatment facility, homeless shelter and community-involvement center in Pikeville, and a new community-involvement center in Irvine. It also offers drug treatment in the Pike County and Floyd County detention centers, Noland said.
Before joining WestCare, Andrews spent 23 years as executive vice president for Operation PAR Inc., a well-known drug treatment center in St. Petersburg, Fla.
The Miami Herald credited him with helping weed out fraud and corruption in the industry in the 1990s, and with developing nationally recognized policies for treatment centers.
He was also active in a variety of health and social-justice organizations.
Andrews had served on the board of Catholic Charities USA and was former executive director of the group's operations in the Diocese of St. Petersburg.
Last year, he visited Mississippi to assist in hurricane relief efforts.
Tampa Hispanic Heritage Inc. named Andrews its 2005 Hispanic Man of the Year for his public service, according to a WestCare news release.
