William Elias Baldwin was born to James Alfred Baldwin and Martha A. Fine in Daviess County, Missouri. He lived there until 1876 moving on to Johnson County, Missouri, with his family. His brothers and sisters were Sarah E., John H., Franklin, James Thomas, Samuel D., Harvey Clay, and Myrtle Daisy.
In 1882, William married Bridget Biddy Sullivan and to them were born Charles, Stella Ann (Beam) and Thomas Frank. In 1886 the family moved to Kansas. Bridget died in 1890.
William married Eva Almeda Bigsby on August 1, 1891 in Lebanon, Smith County, Kansas. To them were born Clara Etta (St. John), John Berton, Edna, Maude May (Heater), Eva Myrtle (Mullen), Emma, Guyneth, Edward, Harry Albert, Glen, Ida Lenore (Frydendall), Laura Katherine, and Fred.
