United States Army Officer. He served as Superintendent of the United States Military Academy at West Point, New York, during one of the most difficult periods in its history. Raised in an Army family, he grew up primarily in San Francisco, California, and graduated from West Point in 1948. Assigned to the Field Artillery, his first command was the 5th Field Artillery Battalion. He was promoted to Brigadier General while serving in Viet Nam, where he headed the Military Assistance Command, Viet Nam (MACV) from 1970 until 1972. He then commanded the 25th Infantry Division from 1976 to 1978, and the V Corps in Germany from 1980 to 1981. In June 1981, he was named the 52nd Superintendent of West Point, and advanced to Lieutenant General. At the time, the Academy was recovering from a major cheating scandal and adjusting to the presence of female cadets. The United States Army had decided that future superintendents, beginning with General Scott, would be General Officers intending to retire after that tour. During his term, he was credited with rebuilding prestige lost in the scandal, with easing acceptance of the female soldiers, and, for the first time, allowing cadets to choose an academic major. He was also noted for leading sideline cheers at football games while riding an Army mule. General Scott retired in June 1986, and was executive director of the Association of Military Colleges and Schools from 1988 to 1997. He also served with the Institute of Defense Analysis, and on West Point's Board of Trustees. His awards include the Army Distinguished Service Medal, two Legions of Merit, two Bronze Stars, and the Air Medal. By continuing tradition, one of the Academy's Army mules is named "Willard Scott", and is called "Scotty". (bio by: Bob Hufford)
