Judge Handley's family name was spelled Hanly in Ireland. He was the son of John Hanly and Elizabeth Murphy Hanly. His Grandfather was Daniel Hanly. His father was a carpenter and tavern keeper. John Handley immigrated to Canada in 1854 then came to America. He married the widow Catherine Barnwelle Livingston. They divorced in 1874. John was admitted to the bar and became wealthy through his practice and investments. He was elected Judge in 1874. He had many friends in Winchester, Virginia and was a great benefactor to the city. His impressive tomb is inscribed:

Judge of Luzerne County, Pennsylvania 1875-1879 and Lackawana County 1879-1885. Founder of the Handley Library and the Industrial Schools of Winchester. Of stately presence, amiable disposition and generous heart. He was beloved by the poor to whom his charity was unfailing and commended for his broad-handed philanthropy by all men. In the place of his choosing among the people he loved, after life's fitful fever he sleeps well.
