Charles Dewey Willis was born September 13, 1898 in Willis, Calhoun County, Florida to John Pinckney and Lucy Jane Lamb Willis. Charles was the eighth child and fifth son in his family.

His family listed his residence as Pippins Mill, Calhoun County, Florida in the 1900 U.S. Census when he was age 2.
The family at that time included John Pinckney Willis, age 34, Lucy Jane Lamb Willis, age 31, John Joseph Willis, age 11, Mary Almira Willis, age 9, William Jefferson Willis, age 7, Alice Lucinda Willis, age 6, Jesse Loyd Willis, age 5, Cecelia Viola Willis, age 3, and Charles Dewey Willis, age 1.

About 1909 Charles and his family moved to Houston County, Texas when Charles was about 11.

In 1910 Charles' family included John, age 43, Lucy, age 41, John, age 21, Mary, age 18, Willie, age 17, Alice, age 16, Jesse, age 15, Ola, age 13, Dewey, age 11, Ludie age 9, Marvin, age 7, Purley, age 6, Guy, age 4, and Alton, age 2. His youngest sister Lois Inez was born later in 1910.

In 1911 Charles' father John Pinckney Willis passed away when Charles was 12 years' old.

In 1918 Charles registered for the WWI Draft at the age of 19. He lived with his mother and his siblings who were younger than he. His occupation was as farmer. He was of medium height, slender build, with blue eyes, and black hair.

In 1919 Charles Dewey Willis passed away at the John Sealy Hospital after two days. He died of a cerebral tumor diagnosed from signs symptons. His burial was November 30, 1919 by the F.P. Malloy and Sons at Antrim Cemetery NW of Grapeland, Houston County, Texas.
