CARMEN E. STEPP, 49, met her appointment with the Lord (Romans 9:27-28) Sunday, November 14, 2004. A resident of El Paso since the age of three. She graduated from Riverside High School and UTEP and taught at Parkland Middle School. Carmen was a devoted wife, mother, grandmother and public servant, but above all she loved her Lord Jesus Christ with all her heart. She is survived by her husband, Donald L. Stepp; her mother, Carmen Hammond (Homemaker) of El Paso; 4 daughters, Darlene F. Milian (Police Department) of Miami, FL, Carmen Renee Stepp (Architect) of Phoenix, AZ, Andrea M. Lynn (Homemaker - Singer) of El Paso and Evalina F. Tinklepaugh (Homemaker - Artist) of Phoenix, AZ, 1 son, Airman 1st class, Donald L. Stepp II of Mountain Home Idaho; 4 grandchildren, Peter, Anthony, Thomas and Jessica; 1 brother, Irving Hammond (Physical Therapist) of El Paso. A Memorial Service will be Wednesday, November 17th at 7:00 p.m. at Vista New Life Church, 4700 Leeds. A Reception for the family and close friends will follow. Cremation arrangements by Kaster-Maxon & Futrell Funeral Home.

Cold, rain punish area
Fatal wreck among weather-related accidents

January-like weather this weekend brought freezing temperatures, high winds and rain to the region, contributing to a fatal car crash Saturday night and numerous other traffic accidents.

Forecasters said more rain is in store today, but temperatures will rise as the week goes on.

Carmen Stepp died around 11:20 p.m. Saturday in Northeast El Paso, after a sport utility vehicle veered into oncoming traffic on Marshall Road at Railroad Drive and hit her 2003 Saturn Vue, said police, who believe the weather was partly to blame.

"At the time of the accident, it was raining and there was water on the roadway," Detective Darrel Petry said Sunday.

Stepp, 49, of the 10000 block of Olga, was not wearing a seat belt and was ejected from her car.

The SUV, a 2002 Chevrolet TrailBlazer, was carrying driver Corina Snyder, 30, Rodney Snyder, 32, and Cheyenne Snyder, 7, all of the 10600 block of Springwood. They were wearing seat belts and were transported to Beaumont Army Medical Center.

Police said they are awaiting the results of alcohol tests to decide whether to press charges.

The accident was the 35th traffic death this year, compared with 40 at the same time last year.
