William was the son of George Washington Painter and Louisa Stine. He married first on 21 May 1888 in Champaign Co., IL to Jennie Fisher (who died before 1892) and second on 1 Sep 1892 to Katherine B. "Katie" Knell.

According to Russell Kasper, the back side of Painter headstone reads HOUSTON. Buried there are Clarence (son-in-law), Golda (daughter) and Mary Houston.
