Studiò all'Accademia di Belle Arti, per poi creare in modo originale, attraverso l'uso accuratissimo del trucco del proprio viso, svariati personaggi sovente caricaturali e grotteschi. A Genova, Govi rimane tutt'ora un'icona, poichè, recitando in genovese, fece conoscere in tutto il mondo il caratteristico dialetto della sua città. Nel 1911 conobbe Caterina Franchi, conosciuta con il nome d'arte di Rina Gaioni. Si sposarono il 26.09.1917 e lei gli rimase accanto, sia nella vita che sul palcoscenico, fino all'estremo dì. Nel 1916, nonostante l'Accademia filodrammatica lo avesse esortato ad abbandonare la recita in dialetto, egli decise di fare a suo modo e ne venne espulso.
