The son of John and Elizabeth Parkey, Joseph married Nigara Hargis on January 4, 1830 in Pulaski County. He had twelve children with Nigara: John, Simeon, Minerva, Nancy Faye, Alfred, Peter, Elizabeth, James Harvey, William Marvin, Samuel, David, and Malachi. He worked as a farmer and lived in Pulaski County his entire life.

On May 7, 1853, Joseph was working for a local election at Bent Meeting House near Turkey Creek, when a politically-charged fight broke out between two men named Barnes and Sewell. Sometime during the fight, a rock struck Joseph in the head, killing him.
