Governor of Vermont. He attended Norwich University and became a farmer. Fletcher also served in the Vermont Militia, achieving the rank of Brigadier General before resigning in 1836. He was a noted anti-slavery and temperance advocate who became a Republican when the party was founded in the 1850s. He served in the Vermont Senate before winning election as Lieutenant Governor, an office he held from 1854 to 1856. Fletcher was then elected Governor, serving from 1856 to 1858. During his term he called a special legislative session to plan for rebuilding the State House after it burned down in an 1857 fire. In 1858 he called the first muster and training exercise of the Vermont militia since the Mexican War, enabling Vermont troops to begin training that proved useful at start of Civil War. After leaving office, Governor Fletcher served in the Vermont House of Representatives from 1861 to 1864, and was a Republican presidential elector in 1864 and Delegate to the 1870 state constitutional convention. His brother Richard was a Congressman and Massachusetts Supreme Court Justice, his brother Horace was a member of the Vermont Senate, and his son Henry was an officer in the Civil War and Lieutenant Governor of Vermont.
