Born in Chicago,Illinois,son of John Henry and Ada Lewis Heil.
Graduated from DePauw University with an A.B. degree and received the LL.B.degree from the Jefferson School of Law and an M.A.degree from Columbia University.
In 1941 he married Lucy C.Ferguson of Gulfport,Mississippi.
Enerting the United States Army as a Second Lieutenant,graduated from the Command and General Staff College in Fort Leavenworth,Kansas,in 1941,from the Armed Forces Staff College,First Class,in 1947,and from the Industrial College of the Armed Forces in 1950.
He was Quartermaster Supply Officer of the Atlanta General Depot from 1950 -1952,when he was named Commanding Officer of the New Cumberland General Depot in New Cumberland,Pennsylvania.Later in 1952,he was assigned as G-4 Korean Base Section and the following year,he was reassigned to the Ninth,United States Corps in Korea.In 1954,he was named Deputy Assistant Quartermaster General of the United States Army,and from 1954 through 1957,he was in charge of Supply and Evacuation for the Central Army Group(NATO) and Deputy G-4 for the United States Army in Europe.From 1957 until his retirement in 1960,he was Commanding Officer of the Richmond Quartermaster Depot at Richmond.
In 1960,affiliated with the Medical College of Virginia,acting as Assistant Comptroller until his promotion to Comptroller two years later.In July of 1962,was appointed Assistant president of the College.
