Governor of Wyoming (1939-1943). He began his career as a cattleman in Gettysburg, South Dakota, and moved to Crook county, Wyoming in 1907 where he engaged in cattle ranching in partnership with his brother. He gradually became involved in local and state politics. In 1938 he was elected as a Republican for Governor of Wyoming. During his single term he instituted programs that led to the abolition of the state property tax, encouraged the building of roads, and reorganized the State Game and Fish Commission. He ran for reelection in 1942, but was defeated by his Democratic opponent, Lester C. Hunt.
