Kettner had been one of the liberal young thinkers who were driven from Germany. He arrived in Texas in 1848 and settled in New Braunfels. In 1861 he moved to Mason and filled a number of public offices, including sheriff, tax collector, and assessor. In 1872 and 1873 he served as brand inspector. Of this period of his life one writer wrote that "in that capacity probably did more than any other man to see that everyone got his dues."
