Son of Richard Thomas Walker Duke and Elizabeth Scott Eskridge Duke. A veteran of the Civil War. He worked with his father and brother in the family law firm. He served in the House of Delegates as a representative from Albemarle and Charlottesville from 1897 to 1904. As a delegate, W. R. Duke was Chairman of the Committee on Schools and Colleges. In this capacity, he presided over a battle to reorganize the General Alumni Association of the University of Virginia, a measure which he strongly supported. Duke would later serve the University in a more direct capacity, as a member of the Board of Visitors, 1920-1924. He belonged to the John Bowie Strange Camp of Confederate Veterans.
