US Congressman. He graduated from Dartmouth College, New Hampshire, studied law, was admitted to the bar and practiced law in Rutland, Vermont. He was a member of the Vermont State House of Representatives, (1790-94, 1798-1808). In 1815, he was elected as a Federalist to the Fourteenth Congress, serving until 1816. After his term, he resumed the practice of law, was a professor of law at Middlebury College and was a reporter for the superior court of Vermont.
