Parents: Fred Wendell and Margaret Ann Stephens Binns. He spent his childhood years in Redding, California, Missoula, Montana and Klamath Falls, Oregon. After graduating from Clinton High School, he served three years with the United States Army including a tour of duty in Vietnam. When he returned home from Vietnam he attended the University of Central Arkansas where he studied Art. While in college he met and married his beloved wife, Marilyn Craig in 1973. Mr. Binns worked in Russellville at Arkansas Nuclear One as an electrician for 23 years until his retirement in 2004.

Mr. Binns was of the Baptist faith. He was a member of the Veterans of Foreign Wars Roger-Rye Post 2283, the National Arbor Day Foundation and a life member of both Wildlife Forever and the North American Hunting Club. He was an avid outdoorsman and loved camping, hunting, fishing, gardening, cooking and spending time with friends and family. His most cherished memories are of his camping trips to Alaska with his dad and brother.
