Leroy was another son of the Reverend John Wesley Starr and Eliza Ann Lucas. At age of three he crossed the plains with his parents and arrived in Benton County. He served in the Oregon Infantry during the Civil War and was a member of the mercantile firm of Starr, Wilhelm, & Hinton, of Monroe.
